China punishes North Korea as US asks for more

BEIJING (AP) ? China is trying to punish ally North Korea for its nuclear and missile tests, stepping up inspections of North Korean-bound cargo in a calibrated effort to send a message of Chinese pique without further provoking a testy Pyongyang government.

Freight handlers and trading companies at ports and cities near the North Korean border complain of more rigorous inspections and surprise checks that are raising the costs to doing business with an often unpredictable North Korea. Machinery, luxury goods and daily necessities such as rice and cooking oil are among the targeted products, the companies said, and business is suffering.

"Some business orders we don't dare take. We don't dare do that business because we fear that after the orders are taken, we will end up unable to ship them," said a Mr. Hu, an executive with Dalian Fast International Logistics Co. in the northeastern port city of Dalian, across the Yellow Sea from the North Korean port of Nampo. Hu said the company's business is off by as much as 20 percent this year.

North Korea's economic lifeline, China is showing signs of getting tough with an impoverished neighbor it has long supported with trade, aid and diplomatic protection for fear of setting off a collapse.

The moves to crimp, but not cut off trade with North Korea come as Beijing falls under increased scrutiny to enforce new U.N. sanctions passed after last month's nuclear test, Pyongyang's third. Targeted in the sanctions are the bank financing and bulk smuggling of cash that could assist North Korea's nuclear and missile programs as well as the luxury goods that sustain the ruling elite around leader Kim Jong Un. Pyongyang has reacted with fury and threatening rhetoric against South Korea and the U.S.

U.S. officials in Beijing for two days of talks to lobby China on enforcement said Friday that they were heartened by Chinese expressions of resolve. Spurring Beijing to cooperate, the U.S. officials said, is a concern that North Korean behavior had begun threatening China's interests in a region vital to its economic and security.

"There's reason to believe the Chinese are looking at the threat in a real way," Treasury Undersecretary David Cohen told reporters.

China's change of tack with North Korea unlikely foreshadows a total end to Beijing's support. For Beijing, North Korea remains a pivotal strategic buffer between China and a U.S.-allied South Korea, and Chinese leaders worry that too much pressure could upend an already fragile North Korean economy and cause the Kim government to collapse, leaving Beijing with a security headache and possible refugee crisis.

But North Korea watchers said between blind support and complete abandonment there's much Beijing is doing and can do to try to rein in Pyongyang.

"We have to get away from the binary thinking that either they support North Korea or they pull the plug. That's not the way the world works," said Jonathan Pollack of the Brookings Institution, a Washington think-tank. "The interesting thing is not what happens at the UN but what happens beneath the radar in terms of what Chinese provide in economic aid and energy assistance."

Over the past decade, as previous nuclear and long-range missile tests and other provocations saw the UN, the U.S., South Korea and Japan impose sanctions and reduce trade and assistance to North Korea, China has stepped into the breach. By 2011, China provided nearly all of North Korea's fuel and more than 83 percent of its imports, everything from heavy machinery to grain and electronics and other consumer goods, according to statistics from the International Trade Center, a research arm of the United Nations and World Trade Organization.

Though Pyongyang could look to other trading partners like Russia, Iran or Kuwait for fuel and some other goods, China's proximity ? their shared 1,400-kilometer (880-mile) border ? makes it indispensable. Chinese companies, often with backed by the government, are enlarging North Korean ports and building roads, helping to underpin growth after more than a decade of famine and economic decay.

Such was the Chinese support that U.S. politicians and UN experts complained that Beijing was failing to enforce previous rounds of sanctions, particularly on luxury goods. The $169,000 worth of pleasure boats imported by North Korea last year all came from China, the ITC data show, as did most of the liquor and cigarettes.

As China upped its investment, it became disillusioned with Kim Jong Un. Since coming to power after the sudden death of his dictator father, Kim has refused to heed Beijing's prodding to engage in economic reform and return to negotiations over its nuclear program.

Beijing's unhappiness began to show in December, around the time of North Korea's latest long-range rocket launch but before the nuclear test. It was then, traders and cargo companies said, that orders for tightened inspections appeared.

At Complant International Transportation in the port of Dalian, customs inspectors began opening containers and packages with equipment or luxury goods or anything they deemed sensitive rather than just scan them, said a company executive who identified himself only by his surname, Zhang.

"That was since the end of last year. Now they're even stricter," Zhang said.

Companies in the border city of Dandong on the Yalu River said North Korean-bound goods have to be stored in bonded logistics centers for inspection by customs authorities. Banking restrictions mean North Korean traders have a hard time getting hard currency.

"Due to the lack of cash, North Korean companies tend to pay with minerals or coal, but we only trade with those able to pay in cash," said Yu Tao, vice general manager of the Dandong Import and Export Co. Yu said the company trades daily consumer goods and has been reducing its trade with North Korea because of the risks.

Banking is one area where China has been tightening controls, but the U.S. would like Beijing to do more. "China remains the name of the game when it comes to financial sanctions against North Korea," said Jo Dong-ho, an expert on the North Korean economy at Seoul's Ewha Womans University.

In late 2011, Beijing forced the China Construction Bank to close accounts opened by the Korea Kwangson Banking Corp. in Dandong and the Golden Triangle Bank in Hunchun, another border city, to comply with previous U.N. sanctions. Still, with tens of thousands of North Koreans having fled to China, many just for short-term work, plus traders, the yuan is used inside North Korea, and smuggling of large amounts of the Chinese currency across the border has become common.

Cohen, the U.S. Treasury official, said he urged China to follow the U.S. lead and impose sanctions on North Korea's Foreign Trade Bank. The bank serves as the main foreign exchange bank for North Korea, wiring and receiving funds to facilitate trade, most of which goes through China, so sanctions would in effect further force more North Koreans to turn to cash.

"North Koreans will have no choice but to carry a large amount of cash by themselves," said Kim Joongho, a senior research fellow at South Korea's Export-Import Bank. That will cause "inconvenience on the Pyongyang elites' economic lives."

How Geography Paved the Way for Women in Science and ...

by Maria Popova

From the ideals of ?republican motherhood? to a cure for ?the wayward attention of children.?

Science education today is in crisis, troubled by a gaping gender gap and coupled with an equally appalling bias in popular perception. But it wasn?t always so: A mere 150 years ago, parents considered the physical sciences better-suited for girls than boys. In The Science Education of American Girls: A Historical Perspective (public library), education historian Kim Tolley traces how the curious reversal of gender norms ? much like the inversion of the pink-and-blue paradigm ? took place and how geography, more than any other discipline, opened the door to science for women.

?The revolution has been favorable to science in general, particularly to that of the geography of our own country,? wrote the Reverend Jedidiah Morse. In 1784, when Morse published his first geography textbook, he dedicated it ?To the Young Masters and Misses Throughout the United States,? signaling its appropriateness for females. Highly popular among boys and girls alike, Morse?s Geography Made Easy ran through numerous editions at least until 1820, when the twenty-third edition appeared. Geography was the first science to appear widely in girls? schoolbooks after the American Revolution.

Women were expected to be knowledgeable about scientific topics as they were entrusted with the early education of future citizens ? never mind they couldn?t yet vote and thus weren?t fully recognized as citizens themselves. At the same time, formal education was a rarity across genders ? in 1800, the average citizen was in school for a mere four months in his or her lifetime. In the postcolonial period, geography emerged not only as an area of academic study but also as a way of instilling in pupils national pride and patriotic values, essential in the architecture of the new country. Still, the rationale for teaching girls geography remained dreadfully rooted in the era?s gender norms:

Some educational reformers argued that knowledge of the sciences rendered women more interesting conversationalists and companions for their husbands. According to the well-known female educator Almira Hart Lincoln Phelps, scientific study would result ?in enlarging [women's] sphere of thought, rendering them more interesting companions to men of science, and better capable of instructing the young.? In general terms, educators often stressed the value of education in assisting women to bring up their children as virtuous and intelligent citizens. ? Americans promoted [geography] among girls because some contemporaries perceived women as playing a key role in developing scientific interest among children.

[?]

Jefferson believed the chief aim of a woman?s education was to train future generations to be effective citizens of the young Republic.

Once again, we see the utility of women in training and entertaining citizens, but not in being citizens. And yet, the study of geography was also promoted as a self-improvement means for women. Tolley writes:

Although some historians have emphasized the role of ?republican motherhood? as a rhetorical concept useful to advocates of female education, documentary sources indicate that the contemporaries just as frequently used justifications related o the self-improvement of young women. Arguments falling under the heading of ?self-improvement? can be categorized into three distinct groups: (1) moral improvement, comprising both general virtues and spiritual or religious growth; (2) mental improvement, constructed as the strengthening of the muscles of the mind, leading to improved intellectual prowess; and (3) psychological improvements, defined as the enhancement of personal well-being, increased fortitude, and the ability to provide oneself with intellectual resources leading to pleasure and happiness. ? During the eighteenth century, Americans came to view geography as a subject particularly capable of promoting moral and religious development.

'Miss Margaret D. Foster, Uncle Sam's only woman chemist,' Oct. 4, 1919 (Library of Congress)

Educators also saw geography as a may to bolster the mental discipline of American schoolchildren:

As citizens of a new political experiment, there were new requirements for young Americans. Faced with the task of building a nation on democratic principles, educational leaders argued that the development of an enlightened, rational citizenry was the key to a successful republic. The task of creating an educational system and a curriculum capable of molding children into enlightened citizens became a political imperative. The ability of a particular subject to promote mental discipline, to strengthen the faculties of the mind, was of utmost importance to educators. According to its advocates, to a grater degree than any other subject in the school curriculum, geography developed the student?s reasoning ability. Drawing maps could ?fix the wayward attention of children.? Altering the scale in drawings would ?exercise the power of judgment to a degree of which few studies are capable,? and learning geographical facts could ?exercise the memory.?

(Today, in the age of digitally rendered interactive maps and facts retrievable by Wikipedia searches rather than memory, one has to wonder how many of these alleged valuable skills are still being cultivated and celebrated.)

In addition to extolling its moral benefits, textbook-makers worked to make geography entertaining, hoping to spark a popular enthusiasm for science and frame it as not merely as useful, but also as enjoyable. Some textbook authors were particularly insistent upon engaging girls with the study of science, stressing the wider cultural benefits:

In the preface to their geography published in 1818, Vinson and Mann warned parents of the dangers of encouraging girls to decorate dolls and of allowing their boys too much time for idle play: ?The parent, who is contented merely with emulating a son by the spinning of a top ? or, a daughter by learning her to decorate a doll, to curl her hair ? must not be surprised nor disappointed if he discovers no higher, no purer emotions in their bosoms, and ideas in their minds??

Tolley concludes:

The introduction of geography into postcolonial schoolrooms marked an important shift in the way Americans began to think about the education of their daughters. Through geography, science became an acceptable part of the education of American girls. As the nineteenth century progressed, textbooks devoted exclusively to such subjects as botany, astronomy, and natural philosophy appeared in higher schools and diminished in geography textbooks, where they became redundant. Although scientific content declined in later geography texts, it did not disappear from the curriculum available to females. In the decades to come, increasing numbers of girls and young women would take up the study of science in their educational institutions.

For more on the capacity of maps and geographic curiosity to drive cultural change, pair The Science Education of American Girls with 100 diagrams that changed the world and how the cult of cartography got its start.

N.C. nixes pink-striped licenses for immigrants

RALEIGH, N.C. (AP) ? North Carolina said Thursday it is abandoning its plan to issue pink-striped driver's licenses to certain illegal immigrants, beset by mounting criticism of the specially designed IDs.

The state learned that such licenses are easier and more efficient to produce if they're similar to the traditional licenses issued to other drivers, said spokesman Mike Charbonneau at the state Transportation Department.

"My understanding is that when we're looking at that design, at the end of the day, we had to make sure we were following the letter of the law in the most efficient way possible," Charbonneau said.

In place of the proposed pink-striped design, the license is to look like the regular license issued to citizens save for words added in bold red letters: ""LEGAL PRESENCE / NO LAWFUL STATUS" and "LIMITED TERM."

The controversial original proposal also had included the phrase "NO LAWFUL STATUS."

The state will begin issuing the licenses Monday to young adults participating in the federal Deferred Action for Childhood Arrivals program. The Obama administration initiative grants valid federal work permits to qualified applicants brought as children to the U.S. without legal authorization.

The American Civil Liberties Union, Hispanic groups and others had criticized the pink-striped design proposal as singling out holders of that identification for possible discrimination and humiliation.

Jewish leaders also joined the outcry. Four rabbis had earlier made plans to hand-deliver a letter Friday to Gov. Pat McCrory asking him to scrap the pink-striped design. They said they would still deliver the letter anyway. It was signed by more than 70 Jewish leaders nationwide.

"Our efforts do not end when major discrimination turns into minor discrimination; it ends when we are 100 percent positive that discriminatory policies will not go into effect in our state," said Rabbi Eric Solomon of Raleigh's Beth Meyer Synagogue.

They said they were especially disturbed that the North Carolina Division of Motor Vehicles would begin issuing the licenses Monday, eve of the Jewish holiday Passover.

The state Attorney's General Office had said in January that state law requires the state to issue drivers' licenses to qualified applicants brought to the U.S. as children without legal authorization. State transportation officials had said they would abide by that decision, then unveiled the specially designed licenses.

McCrory had previously supported pink-striped licenses, saying in February that he signed off on what he called the "pragmatic compromise" unveiled by Transportation Secretary Tony Tata. McCrory had said the licenses must be clearly marked to prevent the bearer from accessing government services or registering to vote.

A McCrory spokeswoman said Thursday the governor supports the new design.

Raul Pinto, staff attorney with the North Carolina chapter of the American Civil Liberties Union, said the official decision to adopt a standard blue-striped license was "a huge step in the right direction."

But Pinto said his group still opposes the "NO LAWFUL STATUS" tag on the licenses and will keep monitoring whether it's "going to affect people in their everyday lives."

Democratic state Rep. Rick Glazier, who opposed the pink-striped design by co-sponsoring a bill against it in the General Assembly, said the pressure of public opinion appeared to be a factor in the change of plans.

The pink-striped license was "inherently discriminatory on its face" and would have humiliated any holder, Glazier added.

The Division of Motor Vehicles sent out a news release about plans to begin issuing the licenses starting Monday, but without mentioning the decision in the release. The design change was only evident in an attachment to the emailed release.

Jose Torres-Don, 25, of Carrboro, who is applying for the Deferred Action for Childhood Arrivals program, said he didn't really care about the style or color of the driver's license he receives.

A member of the NC Dream Team ? a group that advocates for young people brought to the U.S. unlawfully and seeking a path to citizenship ? Torres-Don said he just hopes the license uproar brings favorable attention to the plight of young people seeking proper documentation.

"What we ultimately seek is to drive without fear," he said. "We want to have a real conversation about how (being) undocumented is a problem."

Genetics, age and ethnicity are risk factors in PCa, say experts

"Are there genetic risk factors for PCa? Yes, and BRCA2 and HOXB13 are useful for predicting high-risk disease," said Jack Cuzick (GB) president of the International Society for Cancer Prevention (ISCaP), referring to the two genes implicated in high-risk prostate disease. Cuzick gave a report on the Consensus Statement for Prostate Cancer Prevention at the closing plenary session of the 28 Annual EAU Congress held in Milan, Italy from March 15 to 19.

"The goal should be to integrate with other protein markers in order to develop risk-adapted screening algorithms," he explained. Cuzick's report will be further refined to create a consensus statement for prostate cancer prevention that will be released in the coming months by the International Conference on Prostate Cancer Prevention.

According to Cuzick, genetic factors may also provide a crucial role in determining types of cancer which require different types of treatments. Not all prostate cancer types are aggressive, and identifying lethal prostate disease from indolent ones is important to avoid over diagnosis and treatment.

Co-sponsored by ISCaP, the EAU, National Institutes of Health (USA), Cancer Research UK, Prostate Cancer UK and the AICR, the group, composed of 28 panel members, met during the EAU Congress in Milan. The topics they covered included the biology and history of PCa, risk-reduction biomarkers, issues in early detection and PSA screening, prognosis and management of low-grade disease, review of chemoprevention trials and new chemoprevention agents.

"Other risk factors are age, family history, exposure to radiation , and the area of ancestral geographic origin and ethnicity (as shown, for example, in the higher incidence in Sweden compared to Italy)," Cuzick said.

However, the evidence for obesity, smoking, use of statins, diabetes and UTIs, among others, is less convincing, making them "uncertain risks," the panel members said. They added that with the evidence for lack of exercise, obesity and poor diet still unconfirmed, these factors may not be a priority for research "due to complications in evaluation."

Vitamin E and multi-vitamin supplements also took a hit during the meeting, "Vitamin E supplement is detrimental (particularly when taken at the threshold dosage of 400mg)," Cuzick said, and added that there is no proven effect in selenium, a vitamin popularly marketed as reducing the risks for prostate disease.

On the other hand, further research is needed on soya and phyto-oestrogens, while the research results for vitamin D and sunlight "are not promising although definitive research is ongoing," Cuzick said.

Results for lycopene, which was favorably assessed some years ago, now proved to be less promising. Lycopene is found in red-coloured fruits and vegetables such as tomatoes, watermelons and strawberries.

Once youve decided to take a winter holiday, do a preliminary research as to when, how and where. This will help you find all the available options and make a better choice. The first and most important should be the selection of a destination. The next step is to contact your travel agent or a trustworthy website which can give you information about the place and good package deals. Select one that can give you a cheap package that includes travel, accommodation and other good offers. Always do a comparative study on packages offered by other reliable websites, since it will give you more options. Plan Ahead

Always remember to plan your winter holiday (interesting for you could be that he Danish term is vinterferie) way ahead. Last minute bookings can cause you a lot of problems, from the non-availability of proper accommodation to higher flight and hotel rates. So in order to have the best winter holiday, plan ahead and make all the necessary arrangements way beforehand. Once youve planned every detail, your mind will be at ease and you can look forward to having a good time with your family.

The Season Advantage

The best part of taking a winter holiday is that winter is considered to be the off season by the tourism industry. This offers you the added advantage of having a low-cost vacation as compared to other seasons. Most of the hotels and flights will be having discounted rates during that season. This will help you have a wonderful holiday at a very low price. Take advantage of this and go for a destination which offers all the goodies at a slashed price.
The only thing that should be kept in mind to have a cheap holiday is to avoid the holiday seasons like New Year, Christmas or Thanksgiving. These days will have lots of traffic as most people would be on vacation and thus the hotel and flight rates will rise.

Packing for your Winter Holiday

Packing your travel bag for your winter holiday is important. You need to pack winter clothes for your whole party. Otherwise you will not able to enjoy the beauty of the location and instead spend the vacation your hotel room. Pack your woolens, shawls and mittens as per the temperature of the place.
