Airlines cancel 1,200 flights as nor'easter approaches

NEW YORK --?Major airlines are scrapping flights in and out of the New York area ahead of the second significant storm in little more than a week.

United and American plan to suspend operations in the region this afternoon. Other airlines are encouraging passengers to reschedule by allowing them to do it for free.

Airlines are quick to cancel flights ahead of major storms to avoid stranding aircraft and crews. Doing so also lessens storm-related financial losses. As of noon Eastern, about 1,200 flights had been canceled for Wednesday, according to flight tracker FlightAware. About 40 percent of those are at Newark Liberty International Airport in New Jersey.

Superstorm Sandy last week caused more than 20,000 flights to canceled, making it the second most disruptive storm in the last 7 years. The latest storm is weaker than Sandy, but still carries high winds, a mix of rain and snow and the potential for more flooding. Sandy flooded some airport runways when it hit last Monday.

United, the world's largest airline, suspended most service in New York starting at noon. It warns that the bad weather will likely cause more delays and cancellations throughout the Northeast.

American Airlines is shutting down in New York at 3 p.m. It stopped flights to and from Philadelphia at noon.

Most other airlines, including Delta Air Lines Inc. and JetBlue Airways Corp., are asking passengers to reschedule their Northeast flights for a later date. They're waiving the usual change fees of up to $150.

JetBlue, which is the biggest domestic airline at New York's John F. Kennedy Airport, said its operations had just gotten back to normal Monday.

There's a dollars and cents reason that airlines cancel big swaths of their schedules well ahead of bad weather. Cancellations aren't as expensive for airlines as one might think.

Most passengers eventually reschedule, so the airline still collects the fare. And if flights are canceled, the airline doesn't have to pay the crew or the cost of burning fuel. Pilots and flight attendants only get paid once the main cabin doors close.

Airlines also are not required to pay for hotel rooms, food or other expenses for passengers stuck overnight due to the weather, as many stranded by Sandy learned the hard way.

As the current storm moves up the Atlantic coast from Florida, it now is expected to veer farther offshore than earlier projections had indicated.

Storm surges along the coasts of New Jersey and New York are expected to reach perhaps 3 feet, only half to a third of what Sandy caused last week. High winds, which could reach 65 mph, could extend inland throughout the day, potentially stalling power restoration efforts or causing further outages.?

Americans tour base to recruit Libyan anti-militant force: commander

TRIPOLI (Reuters) - U.S. officials in Libya have begun to look for recruits for a commando force which they plan to train to fight militants, a former commander of Libyan rebels who toppled Muammar Gaddafi said on Tuesday.

There was no immediate U.S. comment. After a wave of anti-American violence in the Arab world in September during which the U.S. ambassador to Libya died in an Islamist militant attack, President Barack Obama took measures to improve the security of U.S. diplomatic installations in the region.

A team of about 10 Americans from the embassy in Tripoli visited a paramilitary base in the eastern city of Benghazi 10 days ago to interview and get to know potential recruits, according to militia commander Fathi al-Obeidi.

"The American team asked us for a tour of our base and we granted them permission to walk around freely," he told Reuters.

"They stood with many of our men taking down information. They asked them about their ages, backgrounds, their tribal loyalties. They wanted to know what kind of training they had received, if any."

Obeidi is a commander with Libya's Shield, an umbrella group for various armed militias that refused to join the official army after the war that ousted Gaddafi last year, saying it was still being run by Gaddafi loyalists.

He also helped a team of U.S. marines in September lead a rescue effort that saved a group of Americans hiding in a safe house after an attack on the U.S. consulate in Benghazi in which U.S. Ambassador Christopher Stevens died.

Obeidi said the interviewers also took note of the types of uniforms the men were wearing and asked about their opinion on security in Libya.

He said that the team of American officials included current U.S. charge d'affaires Laurence Pope and the future head trainer of the Libyan special forces team.

"I've been asked to help pick about 400 of these young men between the ages of 19 and 25 to train for this force," he said. "They could be trained either in Libya or abroad."

The force may be required to fight jihadi militants like those accused in the September 11 assault on the consulate.

ATTACK BECAME ELECTION ISSUE

Obama moved after the September violence to beef up protection of U.S. diplomatic installations in the Arab world, sending in Marine contingents to several embassies and temporarily reducing the number of U.S. personnel at some posts.

The consulate assault became a highly politicized issue in the U.S. presidential election campaign, with Republican challenger Mitt Romney accusing Obama of taking weeks to acknowledge that the incident was a "terrorist" attack, rather than violence prompted by anger over an anti-Islam film.

It occurred during a wave of Muslim protest across the Arab world over the film produced in California, which also sparked violence against U.S. diplomatic missions in Tunisia and Egypt.

However, official emails obtained by Reuters showed that the White House and State Department were advised two hours after the consulate attack that an Islamist militant group had claimed responsibility.

Obama and other U.S. officials have acknowledged that the attack was a "terrorist" act by militants with suspected links to al Qaeda affiliates or sympathizers.

He also vowed to bring to justice those responsible for the Benghazi attack.

But Washington may struggle to decide whom to target. The increasingly diffuse nature of al Qaeda, its allies and sympathizers complicates the job of identifying precisely which individuals and groups were behind the attacks.

Three Japan tourists die on Great Wall

THREE elderly Japanese tourists died after being trapped in sudden heavy snowstorms during a visit to the Great Wall of China, officials in Beijing and Tokyo said on Monday.

The bodies of two women, aged 62 and 68, were found on Sunday evening while the body of a 76-year-old man was retrieved on Monday afternoon.

The Japanese man, named by Chinese state media as Shunichiro Yanai, was found by rescuers searching a snow-covered mountain near the wall in the northern province of Hebei.

Another Japanese tourist and a Chinese guide who works for a Japanese tour agency were receiving medical treatment at a local clinic.

The Japanese foreign ministry confirmed the deaths but said it could not give names of the victims until families had been notified.

The group started to climb the mountain from the Beijing side as part of a tour of the Great Wall on Saturday morning, state news agency Xinhua said.

They were trapped overnight after reaching a mountainous region in Huailai county in Hebei.

Tour guide Ming Pingming said he stayed with Yanai until the Japanese tourist lost his pulse at 10 am Sunday, Xinhua reported.

China's foreign ministry spokesman Hong Lei said authorities would continue to follow the case closely, treat the injured and handle follow-up work related to the victims.

In Tokyo, Chief Cabinet Secretary Osamu Fujimura said Japan was working with China and would provide all necessary assistance for Japanese nationals.

"We are grateful for the Chinese cooperation," he told reporters.

Heavy snowstorms swept across northern China over the weekend, with the most extreme weather hitting Beijing, Hebei and the Inner Mongolia region on Saturday night.

Beijing was forced to issue its second-highest blizzard alert on Sunday after the Chinese capital was hit by an unusually early snowstorm.

In the 24 hours until Sunday morning the city saw 5.8 centimetres of precipitation - rain and snow combined - Xinhua said.

Hundreds of cars were stuck in the snow across China's capital over the weekend.

Authorities activated Beijing's public heating ahead of the planned November 15 date, the China Daily said.

Boy killed in fall, mauling at Pa. zoo exhibit

(AP) ? A young boy visiting the Pittsburgh zoo with his mother and friends was killed Sunday when he fell about 14 feet off a deck into an exhibit that's home to a pack of African painted dogs, who pounced on the boy and mauled him, zoo officials said.

It's not clear whether he died from the fall or the attack, said Tracy Gray of the Pittsburgh Zoo & PPG Aquarium.

When the boy fell, other visitors immediately told staff members, who responded along with Pittsburgh police. Zookeepers called off the dogs, and seven of them immediately went to a back building. Three more eventually were drawn away from the boy, but the last dog wouldn't come into the building, and police had to shoot him, Baker said.

"It's clear that the dogs did attack the child, but whether he died of the attack or the fall has yet to be determined," Baker said.

The dogs are about as big as medium-sized domestic dogs, 2 to 2? feet high and 37 to 80 pounds, according to the zoo. African wild dogs are also known as cape hunting dogs, spotted dogs, and painted wolves. They have large, rounded ears and dark brown circles around their eyes and are considered endangered.

Police and the Allegheny County medical examiner's office were investigating. Baker said the zoo, which has never had a visitor death, plans an internal investigation.

In May, some of the dogs escaped into a part of the exhibit that's usually closed. The zoo was on lockdown for about an hour as a precaution.
